Virgil, a 14-year-old high school student, befriends Richie and has a crush on Frieda. He encounters a bully named F-Stop and is saved by a gang leader, Wade. Wade tries to recruit Virgil, but Virgil is hesitant after his mother's death. Wade leads Virgil to a gangfight that is interrupted by police, resulting in a gas leak that mutates people in the area, known as "The Big Bang." Virgil gains the power to control static electricity and becomes "Static Shock." Others also gain powers, some becoming supervillains. The mutated people are called "bang babies" and their mutations spread to others, like Richie, who gains advanced intelligence and becomes Virgil's sidekick.
