The series originated from a senior thesis project by creator Van Partible at Loyola Marymount University, centered around an Elvis Presley impersonator. This project, titled "Mess O' Blues" (1993), caught the attention of Partible's animation professor, who shared it with a friend at Hanna-Barbera Cartoons. The studio was impressed and encouraged him to pitch it as a seven-minute short. This led to the project being sold to Hanna-Barbera, with the short airing as part of Cartoon Network's animation showcase, known as World Premiere Toons or the What a Cartoon! Show. Each episode featured three original shorts, structured like theatrical cartoons and created from storyboards drawn and written by their respective artists.
