Gunslinger Girl is a television series that is set in Italy and centers on the activities of the Social Welfare Agency, a purportedly philanthropic organization supported by the Italian government. Although the Agency claims to assist in the rehabilitation of those who have been physically hurt, it is primarily a military institution with a focus on counter-terrorism and counter-intelligence. It consists of two separate branches: Special Ops, which deals with counterterrorism, and Public Safety, which handles surveillance and intelligence collecting. Sections 1 and 2 of Special Ops are separated, with Section 2 employing young girls with cybernetic implants who have had traumatic and near-death experiences as operatives. The implants, which are made up of carbon fiber frames and synthetic muscles, result in improved strength and reflexes as well as great resistance to injury and pain.
