In order to address the global warming catastrophe, the worldwide committee resolved to compel a reduction in CO2 emission levels in the middle of the 20th century. The once-industrialized nation of Japan is devastated by a massive earthquake, but the harsh carbon price still in place prevents Tokyo from being transformed into the largest "jungle-polis" capable of absorbing carbon dioxide.
