Milo Powell is a young Japanese-Canadian youngster who lives in the fictional Toronto neighborhood of Halverston-in-Area until a young person gets into difficulty. Milo morphs into Captain Flamingo, whose goal is to aid young children in distress, whenever a child cries "Uh-oh! Flamingo!" His best buddy Lizbeth Amanda Zaragoza, who reportedly has a not-so-secret infatuation on him, assists Captain Flamingo in carrying out his missions. CF has a younger brother named Thor as well. Like a true hero, Captain Flamingo must, and usually does, put aside his own needs to help others (although, quite often, his actions in successfully assisting the person in distress result in a successful outcome for him). Quite frequently, when Captain Flamingo is called upon to carry out a mission, he is busy working on something else, a personal goal or problem (such as waiting in line to buy an ice cream before the truck leaves or runs out of ice cream). On his first attempt, Captain Flamingo rarely succeeds in solving an issue; in fact, it's not unusual for him to make matters worse. Captain Flamingo frequently finds himself in difficult situations when attempting to help other young children with their minor issues (such as, for example, a lost pencil or a missing sock). He has been submerged to fight eels, trapped in a dangerous matrix of bouncing superballs, and trapped in a bubble with a full bladder in separate episodes. Despite this, he never gives up and tries again after each loss or setback. Eventually he uses his "Bird Brain"—which can be his own instincts, but is generally Lizbeth—to get out of these situations. He can assume that a suggestion spoken aloud by Lizbeth is his "Bird Brain" speaking to him (although he usually misinterprets her suggestion; however, his misinterpretation usually works), or he can assume that a random thought he speaks aloud will be picked up on by Lizbeth and elaborated into an actual, detailed plan (which Lizbeth will assume was what Captain Flamingo planned to do all along). In the end, Captain Flamingo always appears to find a solution, either through Lizbeth's cunning, his tenacious refusal to give up and repeated testing of novelties until he succeeds, or through sheer luck (or, quite frequently, some mix of the three).
