Akane Tsunemori, a rookie Inspector in Unit One (also known as Division One) of the Ministry of Welfare Public Safety Bureau's Criminal Investigation Department, observes Psycho-Pass. She is keeping an eye on Shinya Kogami, an Enforcer, during her first mission. She uses her Dominator to stop him from dismembering an arrested criminal when she determines that he poses a threat to the criminal's life. Kogami, who was initially repulsed by her behavior, later expressed gratitude to her for averting what may have been seen as murder, which convinced Tsunemori to continue working for the force. The team reveals Shogo Makishima's crimes, a prolific criminal mastermind. Makishima is criminally asymptomatic ( Menzai Taishitsu), which means that despite all of his acts and attitudes, the Sibyl System consistently rates him as having a low crime coefficient, shielding him from Dominator harm. Shusei Kagari, a carefree young man who was marked as a latent criminal in childhood, Tomomi Masaoka, a middle-aged Enforcer who used to be a detective, and Yayoi Kunizuka, a former musician who became a latent criminal as a result of a relationship with a terrorist, accompany Tsunemori.
