Casper the Friendly Ghost serves as a "guardian ghost" to Mini and Maxi, two female Space Police officers who patrol the Jetsons-style Space City in the year 2179 on their flying motorcycles. Mini is a rather ditzy redhead, and Maxi is a much more intelligent African-American woman with a very short fuse. They are joined by the boisterous but kind-hearted Hairy Scary, a big, shaggy, thousand-year-old ghost with a red nose and a big bow tie who likes to scare people, especially villains and other troublemakers, but because he cares so much for his little friend Casper, he tries to accept the fact that the gentle ghost does not like to scare people, unlike most of their ghostly kind.
