The oppressive Zanscare Empire has hostilely taken over control of Side 2, a space colony outside of Earth's orbit, in the year 153 of the Universal Century. Following in the terrible footsteps of the more recent Crossbone Vanguard and the long-gone Principality of Zeon, Zanscare brutally oppresses its people, regularly putting people to death in front of the public using a gigantic guillotine. Üso Ewin, a space immigrant who now resides in Central Europe, joins the League Militaire, a militia made up of citizens angry that the Earth Federation is unable to defeat the Zanscare Empire. In order to control the Victory Gundam, the only mobile suit capable of repelling the elite BESPA soldiers of the Zanscare Empire, Üso's dormant mental Newtype talents must awaken. Üso continues to battle with the Victory, hoping to put an end to the empire's rule while also trying to find his parents among the members of the Federation and safeguard his best friend Shakti Kareen.
