The Sibyl System has made it possible to quantify the mental health of society. A criminal can be caught using these "crime coefficients" even before they commit a crime. Is it a flawless system, though? That is still up in the air for Inspectors Kei Mikhail Ignatov and Arata Shindou, as their careers with the Crime Investigation Department of the Public Safety Bureau have only just begun. When a ship carrying immigrants crashes, Shindou and Ignatov are tasked with investigating, but they soon come to believe that it wasn't an accident. The two new Inspectors are being watched by a strange organization known as Bifrost in the meantime, but they aren't the only ones.
