Akane Tsunemori is still working as an inspector, upholding the Sibyl System's rulings, a year and a half after the events of the first sci-fi psychological thriller. New enforcers and junior inspector Mika Shimotsuki, a young lady who is steadfastly and unconditionally devoted to Sibyl, join her. Unsettling new danger appears as Akane mulls over the nature of her position and the reliability of Sibyl's judgments. The Crime Coefficient, a statistic derived from brain scans that enables Sibyl to assess psychological health and identify future criminals, has been brought under the authority of an unknown individual. He is able to kill an enforcer using these methods, leaving behind a puzzling hint: "WC?" written in blood on a wall. Akane and the other members of Division 01 quickly find themselves engaged in a deadly game with their new adversary, confronting a plot that endangers not just the legitimacy of the Sibyl System but also Akane's own convictions.
