The esper development program is housed in the crowded with students Academy City, which is at the cutting edge of scientific development. The seven "Level 5" espers are the most powerful ones in Academy City, and Mikoto Misaka, an electricity manipulator known as "The Railgun," is third among them. She discovers each crime to be linked to the mysterious "Level Upper," a fabled device that reportedly raises the esper level of its user, as odd happenings start happening all across the city. As things go worse, it becomes clear that the Level Upper is more complicated than first appears, and that Academy City may be a much more sinister place than the glitzy utopia it first appears to be. Toaru Kagaku no Railgun centers on Mikoto and her pals as they become involved in the Level Upper issue and the perilous situations they find themselves in.
